Assessment technology for loss/damages for climate change

This is only partly a natural science problem. It would be very helpful if we could be helped in developing an assessment methodology on the concept of loss and damages of climate change (when adaption fails). The main problem here is attribution. How can you say that the emission in Canada contributes to the problems in Bangladesh? How do you know that it was climate change in particular that caused the flooding? This is important from an insurance perspective, and being able to get insurance is very important for small scale/subsistence farmers.
